Planning & Zoning
- Develop or revise zoning ordinances and comprehensive plans for counties and municipalities. Examples are available for concentrated animal feeding operations, wind energy systems, solar energy systems, wireless telecommunications, etc.
- Assist in developing temporary zoning regulations
- Research examples of ordinances
- Provide technical assistance to planning commissions, board of adjustments and elected officials with administrative support
- Preparing maps to be used in assisting with planning decisions
- Assist in the development of capital improvement plans
Project Development and Administration
NECOG assists governmental entities and community based organizations in the development and implementation of community and economic development activities. NECOG offers guidance through the planning process; including preparation and submittal of state and federal funding applications. Our professional staff is also experienced in meeting the compliance requirements with state and federal funding awards.
GIS
A GIS is a system that creates, manages, analyzes, and maps all types of data. GIS connects data to a map, integrating location data (where things are) with all types of descriptive information (what things are like there). GIS helps users understand patterns, relationships, and geographic context. The benefits include improved communication and efficiency as well as better management and decision making.
NECOG uses Geographic Information System (GIS) to produce various types of maps. For example, land use and zoning maps are created for local governments. Maps can be produced utilizing existing data layers currently available. GIS services are considered on a case by case basis to determine if we have the capabilities to provide the service under a separate contract.
Regional Food Business Center (RFBC)
The North Central USDA Regional Food Business Center (RFBC) works to expand agricultural value chains in Minnesota, North Dakota, and South Dakota through technical assistance and market expansion activities. Our aim is to transition the region towards supporting smaller, resilient farm practices, with a focus on critical infrastructure development for livestock processing, fruit and vegetable processing, and warehouse operations. As a Regional Technical Assistance Provider for the RFBC, NECOG has developed a regional action plan and will coordinate value chains, and assist food producers and businesses in accessing financial assistance and writing grant applications. Environmental Assistance
NECOG has extensive experience with completing environmental reviews for many state and federal funding programs. Environmental reviews are required for many funding programs and we can assist with navigating through the program requirements, consulting with necessary environmental contacts and compiling the appropriate information for approval.
Strategic Planning and Facilitation
NECOG is able to assist local organizations by facilitating strategic planning sessions or other meetings. Staff can work with an organization to tailor a meeting to meet there specific situation. The meetings can be designed for working with members of an organization or as a tool for garnering public input.
Emergency Management Planning
NECOG can assist with developing and updating of various emergency management plans for Counties. These plans have included the developing and updating of Natural Hazard Mitigation Plans and the updating of Local Emergency Operations Plans and Hazardous Material Plans. We can assist with the securing of funding for updates to facilitation of the process and compiling of the necessary documentation, along with the creation of necessary maps and taking photos.
Housing
Source of information on available housing programs such as the Governor’s Housing program through the South Dakota Housing Development Authority (SDHDA). Through our working relationship with SDHDA we can provide program information or help connect potential projects with the appropriate program or staff. NECOG may also be able to assist with community housing studies.
Information Source
NECOG can be a valuable source of information. Our staff attends hundreds of meetings a year along with many conferences and training sessions. We also subscribe to numerous publications and through all of these items we gain experience and have many working relationships with state, federal and non-profit organizations. Although we may not provide a direct service, we can help put you in contact with the person or agency that does. NECOG offers a wide array of services and we are a great source of information for the region.
