About Northeast Council of Governments (NECOG)
Our goal, like yours, is to improve the quality of life in northeast South Dakota by providing the tools to create and retain jobs and increase the services available in your community. To accomplish this goal, we offer professional development, planning and management services to local governments, and assist in the administration of local programs and projects.
The Northeast Council of Governments (NECOG) is an association of city and county governments formed to provide technical and professional assistance. The Council is governed by a board consisting of county commissioners, city officials, and private citizens. Individual cities and counties cooperatively provide a regional agency to review specific projects and requests. All requests and tasks are carried out by professional staff members.

About NECOG Development Corporation
The mission of the NECOG Development Corporation is to foster economic development, create and retain jobs, stimulate business opportunities, and attract and retain business in northeast South Dakota through various economic programs and relationships with Federal, State, and local officials.
Serving Northeast South Dakota Since 1989
Originally, funding for the NECOG Development Corporation’s (NECOG-DC) Revolving Loan Fund (RLF) was through the Northeast Council of Governments in 1989 by the Economic Development Administration (EDA) to promote industrial and economic development in northeast South Dakota. In 1994, NECOG received an Intermediary Relending Program (IRP) loan from USDA Rural Development. The following year, a 501(c)(3) non-profit corporation, NECOG Development Corporation, was created in order to administer the growing loan funds. NECOG-DC has since received multiple grants and loans through EDA, USDA, SD GOED, and the SD Community Foundation. NECOG-DC also administers a loan fund for the Aberdeen BID district with funding received through the US Department of Housing and Urban Development.
